The special meeting of Clarion Borough Council was held on May 10, 2004, in the Clarion Borough Offices.
President Wilshire called the meeting to order at 8:30 a.m.
Councilmembers present included Messrs. Zerfoss, Herman, Crooks, Ms. Vavrek, Ms. Moore, Mr. German, and President Wilshire. Ms. Lapinto and Chief Hall were also present. Mayor Smathers was absent.
Citizen Comments : There was none.
Administration : President Wilshire stated the purpose of the meeting was to discuss the Clarion University Foundation’s Agreement in regards to tax-exempt status and payment thereof and commented all the information was included in the packets.
On a motion by Mr. Herman with a second by Mrs. Vavrek to accept the Clarion University Foundation’s Agreement in reference to payment in lieu of taxes.
President Wilshire asked for any discussion.
Mr. Herman pointed out Attorney Kooman’s letter provided the answer to Council’s question that this is a 30-year agreement even if the Foundation turns the properties over to the University.
Ms. Moore stressed Council didn’t have the question, but Mr. Herman did and asked Mr. Herman if he was happy with this answer.
Mr. Herman stated he is happy with Attorney Kooman’s reply.
If the Foundation continues to buy property in Clarion Borough, Mr. Zerfoss inquired if that would automatically be added in this agreement or if the Borough had to start a new one.
President Wilshire believes this just covers the properties listed in this agreement.
After some discussion, the motion carried after the following roll call vote: Mr. Zerfoss, yes; Mr. Herman, yes; Mr. Crooks, yes; Ms. Vavrek, yes; Ms. Moore, yes; Mr. German, yes; and President Wilshire, yes.
Public Works : Mr. Zerfoss reported the residents are starting to put out his/her brush and items for Clean-Up Day, which is scheduled for May 12-15, 2004.
Downtown Committee : Ms. Moore had nothing to report.
Public Safety : Mr. Herman had nothing to report.
Housing and Zoning : Ms. Vavrek thought approval to advertise an ordinance to vacate a portion of Whitehill Place was handled at the regular Council Meeting.
Ms. Lapinto commented it was.
Recreation : Mr. German reported the pool will be painted.
Ms. Lapinto reported yes. It will cost about $1,500.
President Wilshire inquired if the Department will paint it.
Ms. Lapinto commented that’s correct.
Ms. Moore questioned if there is a discount if the passes are purchased prior to the pool opening.
Ms. Lapinto stated yes. Passes are discounted $5 prior to the opening. Borough residents may apply for a $5 or $10 rebate depending on the type of pass purchased.
Mayor’s Report : There was none.
Manager’s Report : While typing the minutes of the regular Council Meeting, Ms. Lapinto stated Ms. LaVan discovered no one gave her permission to attend the PSAB Conference.
On a motion by Ms. Moore with a second by Mr. Herman, giving permission for Carol Lapinto to attend the PSAB Annual Conference in Seven Springs June 5-9, 2004, was carried with a vote of seven yea.
Old Business : There was none.
New Business : Ms. Lapinto reported the insurance packets are completed and four companies have shown interest.
Correspondence : There was none.
On a motion by Mr. Herman with a second by Ms. Vavrek, the Special Council Meeting was adjourned at 8:37 a.m.
