Attorney John Marshall appointed as Borough Solicitor
Ms. Nancy Freenock appointed as Borough Manager, Borough Secretary, and Borough Treasurer
MINUTES
The Re-Organization Meeting of Clarion Borough Council, as advertised, was held January 3, 2006, in the Assembly Room of the Clarion Free Library.
Mayor Stroup called the Re-Organization Meeting to order at 6:45 p.m.
Councilmembers included Mr. Zerfoss, Ms. Vavrek, and Mr. German.
Mayor Stroup called for the presentation of Election Certificates from Ms. Moore, Ms. Leonard, Mr. Wilshire, and Mr. Herman. The Certificates were accepted by the Mayor as properly executed.
Mayor Stroup asked everyone to stand and recite the Pledge of Allegiance.
Mayor Stroup proceeded to issue the Oaths of Office to Ms. Moore, Ms. Leonard, Mr. Wilshire, and Mr. Herman.
Mayor Stroup opened nominations for the Office of Borough Council President. A motion was made by Mr. Zerfoss to elect Ronald Wilshire as President. Mr. Herman made a motion to close the nominations. The motion carried after the following roll call vote: Mr. Zerfoss, yes; Mr. Herman, yes; Ms. Leonard, yes; Ms. Vavrek, yes; Ms. Moore, yes; Mr. German, no; and Mr. Wilshire, yes.
Mayor Stroup opened nominations for the Office of Borough Council Vice-President. A motion was made by Mr. Herman to elect Elaine Moore as Vice-President. Mr. Zerfoss made a motion to close the nominations. The motion carried after the following roll call vote: Mr. Zerfoss, yes; Mr. Herman, yes; Ms. Leonard, yes; Ms. Vavrek, yes; Ms. Moore, yes; Mr. German, yes; and President Wilshire, yes.
President Wilshire then chaired the meeting and proceeded with the remaining Agenda items.
Mr. Herman nominated Joanne Vavrek for Pro Tem. Mr. Zerfoss made a motion to close the nominations. The motion was carried with a vote of seven yea.
President Wilshire asked for a roll call vote.
The motion carried after the following roll call vote: Mr. Zerfoss, yes; Mr. Herman, yes; Ms. Leonard, yes; Ms. Vavrek, yes; Ms. Moore, yes; Mr. German, yes; and President Wilshire, yes.
Mr. Zerfoss made a motion that Orville Lerch be re-appointed to the Vacancy Board. Mr. Herman made a motion to close the nominations. The motion carried with a vote of seven yea.
President Wilshire stated next is the Solicitor appointment. Currently Attorney John Marshall is the Borough Solicitor. Although it is recommended to continue with Attorney Marshall’s appointment, President Wilshire asked Ms. Freenock to check on a financial agreement. The Borough pays a retainer each month to Solicitor Marshall and any additional work is also charged. Council would like to see the retainer applied to the services to possibly save some money.
On a motion by Mr. Herman with a second by Ms. Vavrek to appoint Attorney John Marshall as Clarion Borough Solicitor, pending review of attorney compensation. The motion carried after the following roll call vote: Mr. Zerfoss, no; Mr. Herman, yes; Ms. Leonard, yes; Ms. Vavrek, yes; Ms. Moore, no; Mr. German, yes; and President Wilshire, yes.
President Wilshire called for the appointment of Ms. Nancy Freenock as Borough Manager, Borough Secretary, and Borough Treasurer. On a motion by Mr. Herman with a second by Ms. Leonard, Ms. Freenock was appointed Borough Manager, Borough Secretary, and Borough Treasurer. The motion was carried with a vote of seven yea.
President Wilshire adjourned the Re-Organization Meeting at 6:52 p.m.
