October 3, 2006, Public Hearing
The Clarion Borough Council held a Public Hearing on October 3, 2006, at 6:45 p.m. in the Assembly Room of the Clarion Free Library. The purpose of the hearing was to receive public comments regarding a request for revision of a sub-division plan (Troese Plan of Lots #2) by Ms. Arlene Troese, Mr. Henry Troese, Jr., and Mr. Richard Troese.

Ms. Vavrek, Chair of the Housing and Zoning Committee, called the hearing to order at 6:45 p.m.
Ms. Vavrek stated Mr. Henry Troese, Jr., is present to request that Council approve the revision to the sub-division plan known as the Troese Plan of Lots #2. The Troeses’ wish to re-draw a section of the plan located on the western limit of the housing development known as the Troese Addition and identified as being bounded on the east by Frontier Way; on the north by Eastwood Drive; on the west by Sheridan Road; and on the south by lands now or formerly of R. J. Corcetti, et. al. The purpose of the modification is to affirm the location of the lot, or lots, previously developed; to identify utility easements; to re-define lot line locations for future development; and to verify the physical location of Frontier Way. Ms. Vavrek asked Mr. Troese to give a brief description of what is being done.
Mr. Troese reported behind the office building there are several lots still available; however, the way his dad set up the lots, they were too small to meet the minimum lot requirements. The Troeses’ eliminated one lot and added that extra square footage to the remaining lots to make them bigger in size. There is a proposal on the one lot to sell it for another apartment building. The way it sits it would be going east and west instead of north and south. This will make it more uniform. Mr. Troese commented there will be two lots on top and three on the bottom instead of three on top and three on the bottom. Basically, it’s being redeveloped to make the lots bigger by eliminating one lot.
President Wilshire inquired if it’s R-1 or R-3.
Mr. Troese stated R-3. However, his dad put deed restrictions on it so that college students are not allowed there.
According to Mr. Ragon, Ms. Vavrek understands this had never been actually recorded in the Recorder of Deeds Office.
Mr. Troese commented the original plot plan was 1962-63 and was never recorded.
Ms. Vavrek noted this would put everything where it needs to be.
Mr. Troese agreed.
Mr. Ragon noted it will also put Frontier Way where it belongs.
Mr. Troese stated yes.
Hearing no other questions, Ms. Vavrek adjourned the Public Hearing at 6:49 p.m., with action to be taken at the Council Meeting.
